Mine workers seeking employment in safety-critical statutory roles need to demonstrate they have the appropriate skills and knowledge to perform their duties. The Certificate of Competency (competency) assessment process determines whether a worker is suitably experienced and qualified to take on the responsibility of a statutory safety role at a mine.
In addition, it is mandatory (since 10 June 2025) for competency and notice holders who work in statutory positions to be registered in the Board of Examiners’ Practising Certificate Scheme, and to hold a current practising certificate. The required competencies for statutory positions in coal mines, mineral mines, and quarries are determined in consultation with the applicable advisory committee, being the Coal Mining Safety and Health Advisory Committee (CMSHAC) or the Mining Safety and Health Advisory Committee (MSHAC).
The Board of Examiners assess applicants’ suitability under the authority of the Coal Mining Safety and Health Act 1999 and the Mining and Quarrying Safety and Health Act 1999.
All competency and notice applications must be submitted via the RSHQ Portal (the Portal) for a simpler and more flexible application and assessment process.
