TLILIC0018 – Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity)
A non-slewing mobile crane is a powered mobile crane that incorporates a boom or jib which does not slew and includes an articulated mobile crane or a locomotive crane but does not include vehicle tow trucks.
In Queensland, until 31 December 2016, a person who holds a non-slewing mobile crane licence (CN) is also permitted to operate a reach stacker without holding an RS licence. From 1 January 2017, the RS HRW licence class must be held for the operation of a reach stacker.
This unit specifies the skills and knowledge required to operate a non-slewing mobile crane safely.
Non-slewing mobile crane means a mobile crane incorporating a boom or jib that cannot be slewed, and includes:

This unit applies to the activities of a person operating a non-slewing crane with a capacity exceeding 3 tonnes.
A person performing this work is required to hold a non-slewing mobile crane high risk work (HRW) licence.
This unit requires a person operating non-slewing mobile crane to plan the work, conduct routine checks, set up crane, transfer load, mobile load and shut down and secure crane.
Training & Mandatory Assessment
With successful completion of the training applicants and mandatory assessment applicants will be issued with an assessment summary (AS1) and Statement of Attainment (SOA) for the Unit of Competency:

Licence Application
Successful applicants will receive an assessment summary (AS1) from the accredited assessor and a Statement of Attainment from OHSA. Applicants need to complete the online application for a new Queensland HRW Licence on the Worksafe QLD website. This must be done within 60 days of successfully completing the practical assessment. The application fee is $92.50 and payable at the time of your application.
Students should retain their AS1 and proof of payment as evidence that they can lawfully perform work in the relevant class of High Risk, pending a decision on your application.
